Vietnam’s General Secretary and President, To Lam, emphasized the need for enhanced global cooperation and adherence to international law during his address at the 81st session of the United Nations General Assembly in New York. He highlighted the importance of building trust among nations and proposed a framework to manage global changes effectively through multilateral collaboration.
In his speech, To Lam outlined four key priorities. First, he stressed the necessity of restoring trust based on the principles enshrined in the UN Charter and international law. He also advocated for inclusive and sustainable development, responsible governance of emerging technologies, and reinforcing the central role of the United Nations in global affairs.
To Lam called for dialogue as a means to manage differences and prevent conflicts, emphasizing the need to respect national sovereignty and territorial integrity. He urged nations to protect civilians and uphold international humanitarian law during conflicts, underscoring the ethical obligations of countries engaged in or affected by warfare.
Addressing the technological landscape, To Lam noted that advancements such as artificial intelligence and digital transformation should serve to bridge development gaps rather than exacerbate divisions. He called for transparent and accountable technology governance and encouraged greater involvement of developing countries in international rule-making processes.
Reaffirming Vietnam’s commitment to multilateralism, To Lam supported reforms within the United Nations, targeting the General Assembly, Security Council, and Secretariat to better reflect and address the interests of developing nations. He also reiterated Vietnam’s dedication to resolving regional disputes peacefully and participating actively in ASEAN cooperation and UN peacekeeping missions.
