Vietnam’s National Assembly Standing Committee has taken a significant step forward in streamlining processes within the agriculture and environment sectors by reviewing a draft law that proposes extensive simplification of administrative procedures and business regulations. This draft legislation aims to amend 10 existing laws, which include critical areas such as plant protection, animal husbandry, fisheries, irrigation, water resources, veterinary services, and crop production.
The proposed changes are set to eliminate 38 administrative procedures and 40 business conditions while simplifying an additional 13 procedures. These reforms are anticipated to not only cut down processing times by an impressive 904 days but also save businesses roughly VNĐ189.9 billion, equivalent to US$7.3 million, in compliance costs.
During the review, lawmakers stressed the importance of maintaining robust regulatory oversight, even as the reforms push for greater decentralization. This balance is crucial to ensure that while processes are simplified, the standards and safety measures remain uncompromised.
Moreover, the draft law advocates for the adoption of digital tools, such as QR codes and product traceability systems, to enhance inspection processes and assure product quality. These technological advancements are expected to play a vital role in modernizing the sectors and improving efficiency.
The National Assembly Standing Committee plans to finalize the draft by July 25, marking a significant step toward implementing these much-needed reforms that promise to benefit Vietnam’s agricultural and environmental sectors substantially.
