PM Calls on Thanh Hóa to Build a Modern, People-Centred and Digitally Driven Province

Prime Minister Phạm Minh Chính has urged Thanh Hóa Province to transform its governance model into a service-oriented, people-centred administration, emphasizing digital transformation as a key pillar for sustainable development. Speaking at the 20th Party Congress of Thanh Hóa for the 2025–2030 tenure, the Prime Minister outlined five priority tasks to accelerate the province’s growth and modernization.
He called for building a clean and strong Party and political system, fostering democratic centralism, and enhancing transparency to combat corruption and inefficiency. Thanh Hóa must prioritize personnel development, ensuring capable, ethical leadership and robust inspection mechanisms to prevent violations and promote accountability.
To achieve rapid and sustainable growth, PM Chính highlighted five economic breakthroughs, including economic restructuring, digital transformation, and the development of green and circular economies. The province will focus on four growth hubs — Nghi Sơn, Sầm Sơn, Bỉm Sơn, and Lam Sơn — to drive industrial, tourism, and service expansion, supported by major investments in infrastructure and digital connectivity.
The Prime Minister also called for strengthening defence, social welfare, and cross-border cooperation with Laos, while positioning Thanh Hóa as a leading provincial economy by 2030 and a prosperous, innovative hub by 2045.
